EMEs

Exempt Micro Enterprises (EMEs):

Designed for start-ups and small businesses, EMEs benefit from a simplified B-BBEE compliance process with automatic recognition.

 

In South Africa, businesses that are less than a year old or have annual turnover below R10 million qualify as Exempt Micro Enterprises. These entities are automatically recognized at B-BBEE Level 4, with the potential to achieve Level 2 or Level 1 if black ownership is 51% or more.

EMEs are not required to undergo full measurement against all five B-BBEE scorecard elements. A sworn affidavit is sufficient to confirm their B-BBEE status level.

EMEs automatically receive a Level 4 rating and 100% procurement recognition, regardless of ownership.

With at least 51% black ownership, EMEs qualify for Level 2 status, which carries 125% procurement recognition.

Enterprises that are fully black-owned are eligible for Level 1, with procurement recognition increased to 135%.

Certifications
  • Full B-BBEE Measurement Requirements

    Large businesses with annual turnover exceeding R50 million, as well as foreign and multinational corporations, are required to undergo full measurement in accordance with the B-BBEE scorecard.

  • Scorecard Compliance Elements

    Generic Enterprises must comply with each of the five elements of the B-BBEE scorecard: Ownership, Management Control, Skills Development, Enterprise and Supplier, Development, Socio-Economic Development and Optional: Youth Employment Service (Y.E.S.)

QSEs

Qualifying Small Enterprises (QSEs):

QSEs fall into the mid-sized business category and require a more structured approach to B-BBEE compliance and measurement.

QSE Affidavit Templates

QSEs are small to medium-sized businesses with annual turnover between R10 million and R50 million.

These enterprises must comply with all five B-BBEE scorecard elements, as outlined in their relevant industry sector code.

QSEs with 100% black ownership are automatically recognized as Level 1 contributors, with 135% procurement recognition. A sworn affidavit is required.

QSEs with more than 51% black ownership qualify for Level 2 status, with 125% procurement recognition. A sworn affidavit is also required.

QSEs with less than 51% black ownership must undergo full measurement against all five B-BBEE scorecard elements, in accordance with their industry sector codes.
